The rash of street crime at the hands of rogue kobolds is not endorsed by the Shadow Tribe or the Illustrious Serpent. The kobolds in question are not, nor will they ever be, affiliated or supported by the Shadow Tribe.

The Illustrious Serpent is a friend to Sanctuary and its interests. His followers will track down any criminals, human or kobold, who harm the citizens of Sanctuary without mercy or hesitation.
