If you play a goblin/kobold PC (or other monstrous PC), you should consider yourselves completely fair game to every other character out there for PvP (FD or otherwise). Even if you're level 2, it is completely and totally legitimate for a high level character to kill you just for being a goblin/kobold. Not every character is going to despise goblin/kobolds to the point that they'll hunt them down, but certainly some will and it is fine to do so. The whole point of playing these PCs is that it is a real challenge to do so, so it is totally counter-productive for players to feel as if they must avoid PvP'ing goblin/kobold PCs out of OOC consideration.

The main PvP guidelines still apply, however. If the PvP occurs in an area with NPCs, a DM must be present. Regardless of NPC presence, a DM tell should be sent alerting us to the PvP so if anyone is online we can watch. Likewise, if you RP a character that hunts down goblins/kobolds it is of course fair for these PCs to respond in kind.

Areas such as goblin town, inns, taverns, populated faction areas, etc. -must- have a DM present for any PvP.
