Dragon breath is suppose to be the Pride with a capital P of any self-respecting dragon.

Why is it so... underpowered?

I mean.. it did 4 damage on a successful reflex save, which means 8 on a not-so-successful one... without any elemental protection.

Kept hoping he would sacrifice all the actions of his round to do that massive 4 dmg again. <_<

You've clearly not enraged Great Shadow Death lately... though I think I know the dragon you are speaking about! This will be modified and fixed soon.

Is it still like in 2nd edition where it halves your level permanently, or take 1/4 of your levels permanently?

Shadow dragons' breath was... I think... the most powerful in 2nd edition due to this level drain crapola.

I've been hearing about people being scorched by devastating dragon breath, so it sounds like this is fixed.
