I find it odd that citizenship should be extended to duergar and orcbloods but not to members of Sanctuary's ally, the Shadow Tribe. Orcs kill and grey dwarves enslave, as have kobolds. All races are guilty of this, and I'm eager to see your rationale for granting rights to some but not to your ally.
