Informing of PvP coming

Just a few questions regarding PvP:

After writing on the DM channel that you are going to do PvP in area X, is it okay for you to immediately attack the person you are after or should you wait for a "OK" reply from the DMs?

Especially if you are pursueing someone into a NPC area, you pay more attention to the one fleeing from you than any signs of NPCs becoming possessed. So if you don't see any signs from DMs, should one assume there is no-one on and just play it like the pursued got away?

My last question is, if you see one getting attacked by a PC, should you also watch for any possessed NPCs before you enter the fray?

Wait for a response before, say, assassinating someone in public.

The DM response will usually be quite easy to see, even if you're focusing on the person you're pursuing. But yes, just assume they've "gotten away" if they run into say the Watch House after you tried to kill them.

And starting/joining in big brawls in the street infront of NPC guards when there's no DM on to make the guards react properly isn't exactly great. Try not to do that.
