Letter to the High Priest of the Temple of Hoar [DM]

Honoured Priests of the God of Law-

I have recently spoken to one of your acolytes in the streets of Lower. He claimed that the Law of Sanctuary was up to interpretation, that Lower and Upper are two cities, that the Laws made by the Council do not have to be followed, and that he had authority to judge others. I took the time to explain to our acolyte that there is one Law for Sanctuary, and that the Temple of Hoar is not authorized as a law enforcement agency. Please instruct your acolyte on the holy texts of Hoar and the Law.

I have worked with Hoarans before, and I have great respect for their dedication and continued service to the Law. I would like to continue to work with the Temple of Hoar on securing a safe and just Sanctuary. I have recently proposed to the Council about this very subject. The details are spelled out as thus: A new organization will be formed that will mirror the Watch in every respect, save that they will be based in Lower. This will mean that they are answerable to the Council; they will have their own Captain (Sheriff) appointed by the Council, they will have their own Watchouse (The Lower Fortress), and they will be expected to cooperate with the existing law enforcement organizations of Sanctuary. (as Spellgaurd and the Watch currently cooperate).

My opinion: I do not want to see more Watchmen die because of prejudice. A mercenary force in Lower will get the same treatment as the Watch, and will cost more, and do less. I would like to see Lower citizens protecting their own homes and the homes of their neighbors. It will be less likely that a citizen will rise up against someone they have known from childhood. This would allow any in Lower who wish to see things improve have the opportunity to work with the Council and with the law instead of against it.

There will be much more than simply setting up a Captain and giving him funds. There will have to be long discussions on how the Watch and the Militia would cooperate. Who has authority in what foreseeable situations. Limits of jurisdiction, and procedures for internal discipline and removal of Militia agents that are deemed unfit.

I would like to see the Temple support this proposal, and offer it's guidance and wisdom to any peace keeper in Lower. I would also like to see the acolytes of Hoar volunteer for the Watch or any of our other law enforcement organizations.

One by themselves is weak, but together, we can overcome the greatest of adversities. We can only achieve our goals together, for if we stand alone, we are lost. My office is open, and I visit your Temple frequently.
