While the previous request is being processed, here is the report on what occured with Private De'votell.

I was in Lower, following former-Councillor Shane and Seeker Redrock as well as tracking kobold and goblin activity in the region. I noticed around 5 or 6 of them following the Seeker and former-Councillor, so I prepared myself for combat. When we got to the upper staircase, I attacked one and the rest fled throughout. With the aid of two more seeker scouts, we tracked down most of them and made them flee. One was brought in for questioning by another Seeker, and then handed over to a Watchman, likely De'votell, to allow the Watch to question him. I went to report this to a watchman, and De'votell showed up. I began to explain what happened, and he claimed that he did not care because I was a Seeker. The public was outraged, three elves and two humans in particular, were aghast at both the goblin and kobold activity, and that this private did nothing.

A crowd began to form, and I left to try to form you. When I came back, he was harassing Seeker Redrock, up close to her with his axe out, trying to intimidate her. I came up behind him, and he was in the middle of oppressing the citizens. How? One man demanded an explination for his corrupt actions, and De'votell struck him with the axe, and chased him in a circle while everyone laughed at De'votell. They called the Watch corrupt and morons, which I know is not true, it is merely a handful of people, which cannot be helped. Regardless, De'votell continued to say that he would not do anything about it because he hated the Seekers. He said the Seekers did nothing, and that everything was out fault. I pointed out that I didn't care, he still needed to do his job. He walked off, and the citizens called for a revolt against the corruption of him. Fortunately, former-Councillor Shane was able to quell the crowds, and we organized a hunt for these, when we encountered you, and later Private Syrena.
