If a kobold or a goblin goes up to a watch officer and makes a report, will the NPC really take the situation seriously?

Just wondering, cause they are not citizens, and even if a kobold came up and said, "There are fifty drow on their way here!" the Watch would probably just laugh, then give the kobold a swift kick in the pants to get him on his way.

Regular kobolds and goblins shouldn't be getting close to the Watch NPCs without a DM present, who can ensure that they react properly.

That said, at some point I'll get around to adding special scripting to various conversations so that NPCs can react differently to goblins/kobolds than they do to regular citizens.
