Esteemed Colleagues of Sanctuary’s Defense,
Sanctuary has survived numerous assaults from raiding forces from the bowls of the Underdark, however our numbers of Sanctuary Defenders have significantly decreased. Necessity has created the need for the establishment of a single organization that is chartered for recruitment, training, and retaining of trustworthy individuals for Sanctuary’s Defense Organizations. The Office of the Herald has proposed the re-establishment of the Civil Defense League. This single league will serve as the nexus of recruiting, training, and vetting of individuals for service within one of the following organizations: Watch, Spellguard, or Seekers. A single organization will benefit our organizations by consolidating funding and like efforts.
The CDL will be lead by a council of three individuals (A representative from each security organization). Additionally, I would propose that the CDL contains the same rank structure and charter as previously established, but will possess the legal support as was directed by their leadership.
If this is some interest to your organizations, please forward your correspondence to me at the Watch. I would ask that each of your conduct your internal coordination’s prior to you responding to me.

First, I simply wish to clarify that it is as a resigned law enforcer and citizen of Sanctuary, not as a representative of the Office of the Herald, that I offer my services and support to the recreation of a Civil Defense League.
There are some organizational topics I'd like to address, if I am welcome to a meeting between the Watch, Spellguard and Seeker CDL directors. I am, of course, understanding of the fact that I am not currently a member of a city law enforcement organization, nor am I necessary for the establishment of a new Civil Defense League. I am of the belief that I would be a great asset, of course.
I will attempt to make any meeting date you set and invite me to.

Duely noted sir. You proposed this wonderful idea on how to streamline our collective processes, so I would think it is wise for you to be involved with the establishement of the newly formed CDL. I will attempt to organize a join meeting to discuss matters more indepth.

I am curious if you intend to include the current Watch deputy program under the auspices of this "Civil Defense League", or if participation in this force will be solely for adventurers. I also desire to know any initial regulations and restrictions you will have in place for this organization, as well as the roles of each of the respective leaders from the Watch, Order of the Spellguard, and Seekers.

An interesting idea on your part, however, I'd like some points clarified.Firstly, will the members of the Civil Defence League undergo the exact same training as eachother, if so, what is this training programme and how will it train potential members of the Spellguard?
Due to the elite nature of our organisation, the skills our members have are normally unable to be learned through rigourous training and drills. They are skills learned through action, and operations in the field that are unable to be recreated in a simulated environment.
Also, what will entry requirements be and how will you be testing citizens interested in joining. I trust you will not be taking on everyone and their mother, as it is a high infiltration risk and, as law enforcers, can be damaging to our lives and the lives of our citizens.
Know that this idea will be discussed by my peers and I and we will provide you with an official response once we have come to an official conclusion.

Colleagues,
There have been some questions pertaining to the charter of the Civil Defense League, as well as the responsibilities of the appointed representitives from the defense services. Although the CDL will not possess any arrest authority, the CDL will act as an extension of the defense services. They will assist in conducting investigative activity, gather intelligence, as well as serve in quelling violence and attacks against Sanctuary. Each appointed leader to the CDL will watch over their prospective candidates’ development, as well as insuring their candidates are proactive in their responsibilities. To insure standards of personnel for each organization is maintained, each candidate to the CDL must be sponsored by a particular defense service. Although each CDL candidate must be sponsored by a particular defense service, the CDL will serve as a training and vetting nexus for active service within the Seekers, Spellguard, or the Watch.
The Watch will continue to utilize their Deputy program to for temporary and Watch specific missions. Deputies do not have arrest authority; however they tend to man static posts and break up fights. Once the threat has been mitigated, they are disbanded.
I am a strong believer in CDL members developing through operational activity, as well as through military training and drills. However much of the training regiment will have to be feathered out during our personal meets. That way specific requirements from each prospective security organization are considered.
