The Seekers had recieved a report (which is being compiled to others to be sent to the Council) about a group of Drow spies that may be operating out of Traensyr and abducting people into slavery from this city. Instead of inciting chaos, or bothering the Watch with unconfirmed reports, I sought to confirm this by watching a subject, an elf in a black cape, dark brown leathers, and a black helmet hiding in the bazaar area. To conceal myself, I drew my blades to make myself more stealthy, and see him in a crowded area. As he left, I approached an agent to try to inform her about the drow, and see if she would aid me. Instead of allowing me to aid in the defence of the city, she demanded I put my weapons away on threat of torture + arrest. A nearby private joined her, and tried to intimidate myself into putting them away. When I pointed out that there was no law against having your weapon out, they acknowledged that they were making up the crime, but said that they would do it anyway because their friends died to the Sslal'teesh.It is unlawful for citizens to have weapons drawn in Sanctuary barring immediate danger to the citizen or other citizens' lives: this includes staffs that can be used in combat but does exclude properly made walking sticks that could do little harm in combat. A Watchman's opinion on the ability of a weapon to cause harm is always final.The punishment for carrying a weapon and refusing to stow it when approached by a Watchman is a minor crime: generally paid through jail time, a fine, or in severer situations or for repeat offenders with confiscation and destruction of the weapon.

This is the only mention ever of weapons not being lawfully drawn. Seekers are not citizens, they are part of the law enforcement as decreed by the Council during the time of the Bresleys, which is acknowledged by allowing the Seekers to bring in criminals with warrants on their heads. I also argue that there was a threat to the city, this drow that could very well have been spying on the city to find out who it can capture to bring back to the Llothan houses to fight against the Ghaunodauran rebels. Him spotting spies trying to defend the city would have interupted their investigations and caused them to get violent in an attempt to escape, endangering citizens lives.
I found this drow again, and pursued it to the same place. The same private came over, and I began to move away trying to avoid a confrontation. The drow left, thinking the private was going towards him, so I allowed him to confront me. I put my blades away, and tried to inform him about what was happening. Instead of listening, he demanded that I was "trying to annoy him" and that I was a "rebel scum." He then arrested me on charges of annoying him, which most certainly is not a crime. In the cage, I remained hidden, which is not a violation of a crime either. The watchman there seemed to think it was, and said that he was leaving until I showed myself, to "serve my penalty." The penalty is time, not the amount of insults, which were copious, spewing from his mouth. The citizens that came to watch unanimously agreed that what occured was unjust, and tried to get the private to stop his apparently bloodlust over me being in the cage, but to no avail. I was let out, and the citizens agreed that the Watch was oppresive and should be stopped. Instead of confirming suspicions of being a "rebel," I talk to the Council.
