Letter to the Sheriff- copies sent to the Herald

To the office of the Sheriff-

I have been in Lower recently, and I came across a gnome named Porgoro. He hangs out in an alley by the Gambling House.

Porgoro has been offering to pay people to clean out the pump house in the Canal District. He says that once it is clean of vermin, he can go in and take goods from the warehouse. After talking with him myself, he admitted that he doesn't own the pump house, and doesn't know if anyone does. If it is true that this building is abandoned, then the building belongs to the City. The efforts of Porgoro should be considered theft from City, and conspiracy to comit larceny. If you wish me to bring Porgoro to Upper, let me know, and I will escort him to the nearest available Watchman.

I would like the office fo the Herald to review the records of ownership on the Pump House to determine who may have claim to it. While the office of the Herald is looking into that deed, I would also like them to review the deed to the Beacon. I need to know if the taxes have been paid for the Beacon, and if so, who submitted the payment for the last three periods.

If you try escorting him to Upper, you had better have one hand on your robes. We don't have the manpower to keep a mob off you if something goes wrong downstairs.

Obviously, we'll charge him if he's brought to us, but the Watch is in no rush to stir up more trouble with Lower.

There are no pumphouse buildings in the Canal Ward that the Office of the Herald is aware of; the only pumphouse within Sanctuary limits is near Uncle Worn's Stew Shop. There are, however, many warehouses in the Canal Ward. As with all buildings in Lower Sanctuary, the city is hardpressed to confirm the legal status of ownership for many properties. Some merchants have abandoned their buildings with the intention of returning if peace is restored, but many are also dead, and city officials are "unwelcome" to investigate the matter in Lower.

The property known as The Beacon has been legally maintained by Mayor and Councilor Demetrius Bhast. The last documented "keeper" of the facility is one "Elym", given the power to distribute keys to the building and act on Mayor Bhast's behalf regarding the property.
