REPORT: Non-critical Defense Operation, 23 Nightal 151 FROM: Varlam Nikitovich, Office of the Herlad TO: Sanctuary Council, Sanctuary Town Watch, Order of the Spellguard, Seekers

SANCTUARY GOVERNMENT AND DEFENSE:

What follows is my complete report on a potential security matter brought to my attention earlier today. Emboldened are the sections of greatest concern.

On the 23RD OF NIGHTAL, 151 YEARS AFTER THE FOUNDING OF SANCTUARY, ANDREI of the TRIBE OF THE BLADE made a sending for a member of the WATCH, SPELLGUARD, or SEEKERS to meet him concerning a possible security matter. I made myself available in case no one from these defense organizations arrived, and accepted his report. A new arrival to the city (name unknown) was concerned that he may have been followed by DROW after his escape.

After wrapping up a bit of business and determining that no city defenders had received ANDREI'S report, nor were available to receive it from me, I asked for volunteers in a non-critical defense operation. KAREL, a male human warrior, CARMINE, a male halfling scout, JASMAL, a female human scout, and another human female acquaintance of JASMAL ultimately responded. I assigned various tasks and offered a monetary reward based on the quality of services rendered.

Initially, KAREL was assigned to checking the gate area's lighting for our defenders. He reported that the EAST GATE had no braziers, nor working catapults. The west gate has one repeater, and one broken catapult. I paid him 50 GOLD COINS for his prompt report of the gate area's status.

CARMINE agreed to report the activity of "GATE ROAD" and the former GRUNSTUBHLE MINES. JASMAL spoke up about her ability to scout, and I suggested CARMINE take the road and JASMAL take the mines. KAREL was to remain near the road entrance in case CARMINE was spotted by something and needed assistance; JASMAL'S acquaintance had a similar task. Ultimately they worked together on each section, and reported nothing unusual: only goblins, kobolds, and insects. With no mention Umberhulks or similarly large, dangerous creatures, I hope that the area may be settling down. CARMINE proved to be something of a nuisance to his female companions; he was paid 75 GOLD COINS. KAREL was complemented by his fellows for his fighting ability, and I paid him an additional 25 GOLD COINS. JASMAL sustained injury during her work, and I paid her 100 GOLD COINS. Her acquaintance returned early, but also sustained injury. I used a scroll of minor wound curing on her and paid her 25 GOLD COINS.

Thankfully, this was ultimately a non-issue. However, had there been an actual threat to the city, the forward defense would have been handled by a resigned Agent and citizen volunteers. I ask that all defense organizations try to maintain a greater presence, either through new recruits or through volunteer assistance programs. If your organization (WATCH, SEEKERS) does not have a volunteer assistance program, I would be happy to help coordinate one for you. Please contact me if you are interested.

Dear Varlam Nikitovich,

First of all, I would like to thank you for your report, your suggestions will certainly be taken onboard and regarded with all seriousness. The Spellguard is firstly and foremostly concerned with the arcane defence of the city, measures of scouting and forward defence have traditionally been a part of the Seeker's duty, but with their recent poor performance and disregard for their duties, it has indeed fallen to the Watch and the Spellguard to perform this role.

Unfortunately the Watch is still recovering from the massive blow struck against it by the Sewer Town rebels and has little time to spare, but I am sure the Order will remain vigilant in the performance of its duties. Thank you for your assistance, if you wish compensation for the use of your personal funds, I will be happy to provide it.

Seeker Scouts following up on this noted no unusualy drow presence, or increased presence beyond what was sent in the latest report to the Council. The drow may have been alone, or uninterested in this city once it found it. It is no secret Traensyr knows that Sanctuary exists. Thank you for the report, but as a Seeker, I am mildly confused. What are you asking us to do? Our scouts are mostly in the wilds, or following targets in the city. When they would be able to help, they are catching a night of sleep or writing a report or quick note on what they've found. When we heard of what happened, an envoy was sent to our scouts to check up on activity. What can you suggest to better the Seeker operations?

Thank you for the information. It would seem that the Seeker Organization continues to rebuff their responsibilities to the Security of Sanctuary. As such, the Watch and Spellguard will once again have to pick up their slack. The Watch has suffered significant losses during counter-insurgency operations in lower, however the threats posed to Sanctuary from not having a capable scouting and intelligence reporting is too great to neglect. As such, the Watch will task privates and capable citizens for the mission.
