Things are getting worse in lower. Enough is enough. I feel it is time to let the Temple of Hoar take charge of things in lower. It is rare that I walk out of the Temple without seeing some kind of trouble. Beatings, muggings and murder are all to common recently. And most of the trouble, it seems, is between upper and lower. Somethimg must be done!

Good concerned citizen, the council is in progress of adding needed measures as soon as possible, starting with the gate. With more secure gate, we will move to secure the rest of the area, with manner that is respecting and acceptable to the people of lower.
