Is it allowed to RP cantrip spells such as ones that clean your robes, etc? Will not use them while in quest, but when I'm logged off I can assume he could cast it, or can he not?

If it has no affect on gameplay, I'm fine with it. Snapping your fingers to create a little flame...summoning a light breeze to blow your hair back into place...these are pretty harmless RP touches.

Can I bring it up, if my character's robe gets dirty with oil for example, and I claim I can clean it with a simple cantrip?
(Tried it and another player started with: I never heard of such spell, and brought his academy not knowing it too)
Sure. And if somebody else is like "What is that spell?", IC, tell 'em it's a simple cantrip you've mastered. :P
If somebody is like "What is that spell?!?!" OOC, tell 'em "A spell that cleans clothing!".

I think the cantrip "prestidigitation" covers all the little tricks a wizard could make use of at that spell level -- from changing something's color for an hour (probably best not to use that aspect of it!), cleaning a nonmagical surface, or creating a light breeze.
Edit: A Player's Handbook excerpt on Prestidigitation follows, but yes, as Strife points out: this is a low-magic setting, so maybe in the Underdark it's harder to perform even simple tricks. Regional changes in the Weave, and whatnot!

Prestidigitations are minor tricks that novice spellcasters use for practice. Once cast, a prestidigitation spell enables you to perform simple magical effects for 1 hour. The effects are minor and have severe limitations. A prestidigitation can slowly lift 1 pound of material. It can color, clean, or soil items in a 1-foot cube each round. It can chill, warm, or flavor 1 pound of nonliving material. It cannot deal damage or affect the concentration of spellcasters. Prestidigitation can create small objects, but they look crude and artificial. The materials created by a prestidigitation spell are extremely fragile, and they cannot be used as tools, weapons, or spell components. Finally, a prestidigitation lacks the power to duplicate any other spell effects. Any actual change to an object (beyond just moving, cleaning, or soiling it) persists only 1 hour.
Characters typically use prestidigitation spells to impress common folk, amuse children, and brighten dreary lives. Common tricks with prestidigitations include producing tinklings of ethereal music, brightening faded flowers, creating glowing balls that float over your hand, generating puffs of wind to flicker candles, spicing up aromas and flavors of bland food, and making little whirlwinds to sweep dust under rugs.
Please do not go over the top. At the core, this is a "low magic" setting.
The idea is to solve those little things, of course it won't last while playing (like show different color) but stuff like clean the robes, write with a color on a page (neat for forums) etc.
