To patrol Lower and stop violence from occuring, what compensation would you need?

I will say that my people are not one that enjoy to send words on paper. I am a teller of history and do this writing to represent my tribe. Many of us can read your letters, but have no interest in writing reports about things that they feel are of little concern.

We are a people of our word, and value the honor of a thing spoken aloud. I would meet with you and see what you have to say on this thing you write to us about.

But I will be honored to represent my tribe in this letter, so here are some things that would need to be discussed.

Guarding a gate is a good job for our people. We are speaking with another to be hired for this need. The tribe can defend the gate in force with over one hundred of our number if need be.

Patrolling lower is another matter. Many still distrust us and chose to believe the lies of your Sheriff. It seems that the people do not wish the Watch and Spellguard to walk the streets of Lower. They resent their presence, and murdered them not long ago. We do not care to be thought of in this way.

For us to do this thing you ask would require approval of the people who live there. But there would be many questions then of what the Tribe should do to fulfill this contract. What would be done with criminals? Who will pay this contract? What rules or laws would be enforced? Would we work with the Watch or unto only Lower?

Our men would be asked to tell other men what they can and can not do? And what should our warriors to do when they are insulted by these men breaking rules? Smile and ask them to stop? I am not sure that you wish the type of justice and safety that our blades will provide.

Councilor Worn is a friend of the Tribe, and speaks for those of Lower. Through him we might be able to do this thing. If Lower is to police itself, it seems that there must be some who are recognized as authority. Does Lower answer to the Council and the Watch now? Or to themselves? There is much to discuss if this is to occur.
