I sometimes do the elemental quest when I head to the Blue Mushroom Inn.
To be fair, I usually two man it, so maybe it should be near impossible. Though to my understanding, a lot of people two or three man it.
In anycase, I noticed last time that the thing's concentration had been boosted to an incredibly high level to make taunting them just about near impossible. Why was this done? If there was IC reasoning behind it, then that's fine, I just got the feeling a DM saw me taunting it to death and got tired of it >.>
In anycase, my suggestion's to lower it's concentration a little.

No real point I think. Your job as a tank is to be a meatshield on this quest as far as I can discern.
A mage would do all the real damage, and with another tank on board, yours and his cumulative hits would be enough to finish it, even with its full AC.

You can't taunt something to death. There's about a -6 AC decrease limit to taunting... so if the DMs randomly did that then :( .

Without taunt that elemental is reasonably easy to hit even while using imp expertise. (or perhaps I was ust getting lucky rolls I was hitting at least every second or third round)

I have no idea what was changed or why, but how the hell are you going to taunt an animated pile of mud anyway?
This needs to be fixed on several quests.

Concentration is modified by Constitution. I'd wager that monster has something like 3-400 hp, but doesnt have the hit dice for it (so it doesnt crush you all the time with its +20 AB) so to make this happen the con is likely somewhere in the 40 and up range, and thus the dc for taunt is insanely high.

If this is the situation, they should just give it the hit dice, and lower its AB.

Metro raises a good point that much of the things that you can taunt engine wise make no sense to do RP wise. How do you taunt a rat? A machine? A skeleton with a greatsword? Likely many things should have increased concentration or immunity taunt.
Another thing - perhaps it was a fluke? The elemental could have just rolled really high the few times you've tried taunting it.

How about making taunt not work on any creature that doesn't speak common, can't understand language, or has an intelligence/wisdom less than 6, is a construct or is magically deafened, etc, instead?

Taunt can't be modified in and of itself as I understand. However, it certainly doesn't make sense to me that the skill can be used on undead, elementals, etc.
This particular monster has 20 points of concentration, I have no plans on changing that. It's already a total softie.

Ivan was taunting it by saying things such as, "Your mother's a grind stone and your father a poorly sculpted chair!"
No dice though :(
