I write to you to inquire about the facts and circumstances pertaining to the assassinations of Mayor Yorrick Bresley and Seeker Ivlysar. The Watch has experienced significant losses due to rebels, which has resulted in our investigative records not being updated with the latest threat and criminal information. As such, I am beginning at the initial stage of investigating our two leader’s deaths. Please forward any and all information to me at the Watch House so a formal investigation can be initiated.

Additionally, what is the ruling pertaining to the criminal Winston? I understand that the watch has been pressing the council to provide some guidance pertaining on how to handle and proceed with him. He is a significant internal threat that will only encourage other rebel factions into criminal activity.
