He is responsible for the death of Lord Delorin Drake, the man who strived to bring peace and stability to the current conflicts facing Sanctuary, murdered in the very Last Stand Inn through cowardly tactics!
He is a threat to every citizen, in upper or lower. He has murdered at least two citizens, and probably many more in his unsatiable quest for power. He works with at least two others, male humans from the looks.
