People of Sanctuary, it is my sad duty today to report that sewer insurrectionists were responsible for the death of Sheriff Barrister Fawkes. Subsequently, a force of Watchmen and concerned citizens entered their sewer camp in an attempt to recover his body and were in turn slain to the last man. This is a tragedy for all of us.

Let is also be known that files have been provided to me that strongly suggest people connected with these same fanatic veterans of the Ubel rebellion were involved in many of Sanctuary's recent tragedies, including bombings outside the Spellguard tower and criminal activity in Lower Sanctuary.

Let it be known that those responsible for these deeds will be arrested and brought to Sanctuary's justice.
