Today I saw a fight outside Mary's house. There was this guy with an axe, and this other guy casting strange magics, only the magic caster weren't never arrested. Some Private named Haren didn't seem to care! Does that mean it's legal to cast spells in Lower Sanctuary now? If so, please send word post-haste to the Pisser for me.

The fight you saw was one in which a criminal was assaulting a patrolling Private. As it very possibly could've become a life or death situation, one of the bystanders present cast, in an attempt to save the life of the Private. In circumstances where not casting could cause the death of yourself, or another, it has never been illegal to cast.
