I am looking to obtain records about any Spellcasters that have been arrested for illegal magic use, for use in my campaign policy scheme. Statistics into the total number of arrests yearly would be ideal in addition to names, and if possible, case studies of the most notable cases in the history of our town. I would need this in preperation for a review of the laws of our city. Discretion would be appreaciated, as my stance on the Spellguard is not little-known.

The Watch and the Spellguard store criminal records, with the exception of warrants and trial logs. Typically, an individual officer maintains a personal logbook in the event that a superior officer must review that officer's arrest history. I made a small effort at organizing and coordinating these records by crime level, but they are not organized by specific crime and are a few months out of date now.
You might ask the Watch and the Spellguard for arrest logs pertaining to illegal magic use, although I would find it doubtful either organization would be eager to sift through so many years of criminal history. Should you be elected, this would be within your power to request as a Councilor.
Few illegal magic use crimes themselves acquire great attention, although shortly after the Stoutheart Clan of dwarves moved into Barak-Tor there were reports, some true and some exaggerated, of their priests' magic use reaching Endangerment level. Obviously, none of their members were actually tried for Endangerment, and the Spellguard completed the warding of the Post House soon after.
Most debate concerning magic use comes from more radical, often Lower-friendly, Councilors and Council Candidates. The Ubel family and Mandarin Dreagle, I believe, are the most prominent examples, and looking up speeches records or books authored by them may be helpful.
