Honorable Councilor Tyrell,
My name is Lord Delorin Drake and I have attempted to speak with you recently and I have also sent you a letter. I have heard that you share my concerns that things are escalating out of hand with the Tribe of the Blade. I wish to account the events of todark so that you may see how dire the situation is growing.
As I said in my previous letter, I am attempting to act as an informal ambassador between the Tribe of the Blade and the city to prevent violence from breaking out. During my time with the Tribe this far, I have ensured that two criminals were handed over to the custody of the Watch. One admitted his guilt, and freely admitted, in open court, in front of Councilor Bhast that his intentions are to cause war.
One was by the name of Amywieng who had on her person a councilors toga which she allegedly gave to a goblin. This goblin then attempted to assassinate Councilor Bhast, but was thankfully killed before doing so. This Amywieng thought she could seek refuge at the camp of the Blades, and they - rightly - attempted to hand her over to the city. After she was safely in Watch custody, and the tribe members were returning to their camp (as they are ordered out under pain of death by the Sheriff) she escaped Watch custody. She is a citizen of Sanctuary and currently a wanted criminal.
The second individual was named Kathazar who admitted responsibility for leading Orogs to the city. I give you the full testimony of Kathazar to the best of my knowledge:
"Kathazar hates this place! He hates the people of this place. They are without honor, swine, pigs, and rodents. The Tribe of the Blade that Kathazar thought he knew was weak, pathetic, toading to these people, willing to help them, and Kathazar thought to himself that they all should pay. Did Kathazar hire Orogs to attack the city? Aie! Aie! Aie! Kathazar is better then that, yes? Orogs hire Kathazar to lead them to this city. Kathazar makes a great amount of gold and the city is forced into a contract. His Tribe would kill him, so he keeps this secret.
The Orogs attack and the rest of his Tribe begs to kill them but Kathazar wishes to see the people of Sanctuary suffer! So Kathazar stands on the walls his hands only on his weapons so that he may kill his fellow Tribesman that offer aid. You are all fools! Kathazar has led you into a war. He sees the future through the eyes of Savras and it is -red-
You'll fight the Tribe, yes? You'll die by the score and I will laugh.
They say I was to kill you? I have not tried to kill you - for if I tried, you would be dead."
At this point he leaps at Councilor Bhasts throat, attempting to strangle him but was quickly restrained.
His testimony is in accord with my understanding of events as relayed to the people by the Sheriff during his assault upon the man.
There are many who will testify that the Tribe of the Blade handed over these two criminals willingly, but the Sheriff insists that they are scapegoats. From all accounts, this does not seem to be the case, but I am inclined to believe that others may have been involved.
It was my hope that through diplomacy we could work with the Tribe of the Blade to find those responsible, and ensure that they are properly punished for their crimes. In order to do this, as they showed good faith in turning over the guilty, I hoped that Sanctuary could in turn show good faith by allowing the Tribe of the Blade to perform the execution.
As you are a scholar, I am certain that you are aware of the importance of honor and tradition in certain cultures. This is certainly true of the Tribe of the Blade. Kathazar's actions brought great dishonor on their tribe, and as a result the tribe wished to slay them by one of their "honor blades" as is their tradition.
This request was denied, and further the Sheriff made clear that should any of the tribe enter they city they would be arrested or killed. This set in motion the proceeding events. As Kathazar was hauled to the stoning cage, and a crowd gathered Sheriff Fawkes used a wand of combust to light him on fire. To quote the Sheriff, "If I'm beaten Kathazar, why are you on fire?"
As Kathazar lay in the cage, burning and a crowd gathered to begin the stoning a robed and helmed woman ran forward to deliver a killing blow to Kathazar with her blade. The Sheriff, without missing a beat rounded on the woman and began beating her into submission.
After she fell to the ground, never once lifting her blades to the Sheriff, or attempting to defend herself, the Sheriff continued to beat her. I became alarmed that he may kill the woman, and warned him that if he slew her it could bring the charge of murder against him, as the woman carried a citizens stone. This did not stop the Sheriff and he continued to beat her, even as she was curled into a ball on the ground, I attempted to make the request that a private have her arrested - for her own safety as well as for the Sheriffs.
It was at this point the Sheriff ordered me arrested for being a "public nuisance". I did nothing to resist this arrest and went willingly. I was thankful too later find the tribeswoman in a cell next to mine, still alive.
Eventually, the Mayor showed up and ordered the woman free. Under pressure from the Sheriff he has ordered the Lower Gates rebuilt and then sealed, as well he has ordered that the Tribe of the Blade pay reparations to the city. I agree that this is a fitting punishment and that this is a sound course of action at the current time.
I am not in disagreement with the Sheriff and his actions; I am in disagreement with his methods. The safety of the city must be our first priority, and if the Sheriff does indeed have proof of crimes then he should put them before the Council. I am certain that if we work diplomatically with the Tribe of the Blade that a peaceful resolution can be made, one without further bloodshed or unnecessary violence.
The Mayor is also in agreement with this stance as he spoke the following to the Sheriff: "As I hope you are aware, Sanctuary is in no position to seek warfare. I ... find it difficult to believe that the entire tribe is guilty of such [crimes the Sheriff lists against them]."
It is my most sincere hope that you will speak on my behalf before the Council. The Sheriff must be reminded that his powers are not all encompassing, that he does not have the right to order the deaths of citizens (these individuals have citizen stones, thus making them citizens), nor does he have the power to exile.
I request that the Sheriff is urged to give any information of the Tribe of the Blades crimes to me, so that I can ensure that proper restitution is paid to the city, either through handing over criminals or paying fines.
I would also like to be clear that the Tribe of the Blade sent many letters to the Council not long after their arrival attempting to gain a favorable relationship with the city. The Council did not respond to a single letter, and as a direct result of this we have the fiasco we see before us at this very moment.
I humbly plead with you, Councilor Tyrell to ensure that justice is done and that diplomacy is maintained. If you feel another is more suited to act as a diplomat, then by all means I request that you find another. If, on the other hand, you think I am capable, I would like to request a meeting with you so that we can discuss this matter further in person.
