Since their arrival this cowardly tribe has done little more than broken Sanctuary's laws. Their goblins and kobolds snuck through our streets and attacked citizens of Sanctuary.
Klaus Hull was brutally beaten by the tribe and forced to kill one in self-defense only days after the Tribe first arrived in Sanctuary; even after he'd saved their ungrateful lives from an attacking force of undead. As he drug the unconcious form of one of their kobold minions out of harm's way-an act of extreme generosity for a kobold-the "Tribe" assaulted him. When he proved too strong for their cowardly assault, they fled and claimed he'd tried to mug them. When they returned to carry through their assault again, he was forced to kill to defend himself.
After this, the Tribe continued to let its goblins and kobolds sneak into our city. Yet they feigned honor and a desire for friendship. Noting the weakened defenses of the canals they approached to offer their aid; all they asked was the right to let all their Tribe enter Sanctuary to conduct trade. As Sheriff of Sanctuary, I was willing to forgive their earlier transgressions as mistakes made by a people unuse to our ways and our laws. I offered them a place to make their home inside Sanctuary, an opportunity to gain citizenship, and friendship.
The Tribe refused this generous offer and claimed they "could not be beholden to Sanctuary". They made it clear they are not people of Sanctuary, and that they have no loyalty to Sanctuary with their response. Instead, they would rather continue to hide outside our walls and defend our gates only with the granting of a generous contract such as we offered once mistakenly to the Tigereyes. I found it suspicious even then that they'd refuse to enter the city they claimed to want to protect.
Then came the worse my friends. This yellow bellied Tribe approached your Sheriff once again; stating that our citizens would be slaughtered unless we gave them gold. Incredulous I demanded to know what they were implying, only to have them reiterate their demands for payment before they'd share any details of a threat they "found".
Then they claimed their members were "captured" by orogs and they learned that this army had conveniently discovered our lower canal gates. The orogs were coming to enslave us, slaughter our elderly, and have their ways with our women to produce half-breeds. The Tribe would protect us if we paid them gold. When I responded that as free men and women we would expect our friends to come to our aid when we are in danger; they scoffed and one of their spokesmen replied "I will stand on your walls and laugh as your women die, my blade will remain sheathed."
When the orog attack came, dozens of men died. The Tribe of the Blade watched, some laughing and calling out an eerie battle cry that covered the moans of our dying and wounded. Our free citizens beat back this attack as they sat and demanded now "only a gold coin, just one coin" while beggars starve in our street and our heroes gave their lives freely to protect their homes. Ultimately, even I was struck down by the blades of our enemies.
The miraculous power of the Hold returned my soul to my body only to discover the entire "Tribe" now stood outside our very Townhall as the Mayor made speeches to honor our fallen. The very Townhall they would have let burn unless Sanctuary paid blood money to them. I was not the only citizen calling for the blood of these currs; and not five minutes after the Mayor agreed to allow the arrest of the Tribe--all of whom fled immediately--a yellow suited assassin ringed in an aura of fire and wielding a powerfully enchanted honor blade attempted to murder our mayor and killed two citizens. Later a former yellow and gray armored Tigereye mercenary, likely hired by the yellow armored Tribe of the Blade was slain breaking down the doors of Townhall. Meanwhile, a group of citizens from our Lower Ward fearfully approached me to warn the Watch that a group of Tribesmen hidden beneath dark robes; including gnolls and full blood orcs; and snuck their way into Sanctuary just before an explosion rocked Townhall.
There are some who claim the Tribe hired these orogs. Afterall, the orogs peacefully walked past the Tribe's encampment to reach our gates. Even when the Seekers were sent to scout and locate the orog forces, these monsters eluded their finest scouts--proving the orogs knew hidden routes to find us. During the battle at the gates, even though they stood in the very midst of our battle calling out their strange war cry--no Tribesman was attacked or even struck by an orog arrow.
While I legally have no authority to exile anyone from Sanctuary from the Gruhnstubhle mercenaries who robbed thousands from our citizens to a human who sleeps with gnoll women and wears a yellow suit as a mark of his courage: as Sheriff I have the duty to protect us from traitors and cowards. As such, the Watch will arrest any Tribesman found in Sanctuary and will fire upon any Tribesman who approaches our gates. They are a risk to every woman and child here.
