I am sure you are a busy man. When will the copy of the Barak'tor contract be sent, and after I send in the contract how long will it take to know if it's accepted, and be able to take over? I have a plan to create a silver mesh wire over the top of the Barak'tor, to keep them out, with a trapdoor to allow people to go through. I've been collecting silver for such a purpose.

After the contract is a separate document: a budgeting proposal.The Eleventh of Eleasis, One-hundred and Fifty-one years since the founding of Sanctuary.
Contract for Dunwarren property between
Sanctuary Law Enforcement, Clan Stoutheart, and the Order of the Penitent Heart.
The Sanctuary Town Watch (Watch) under the command of the Order of the Spellguard (Spellguard) (collectively, Sanctuary Law Enforcement) issues a monthly joint lease of Dunwarren property (The Property), known as the ruined stairs (Pit Stairs) of Upper Sanctuary located near the Bazaar and Watch House and descending an indeterminable depth to a stone platform (Pit) which includes a stone structure (Post), to Clan Stoutheart (Stouthearts) and the Order of the Penitent Heart (Penitent Heart) (collectively, Holders) under the following conditions:
* The Stouthearts leader (Thane) determines governing hierarchy on the Property. * The Property remains Watch jurisdiction for the purposes of taxing and law enforcement. Members of Sanctuary Law Enforcement are allowed to pursue criminals onto and into the Property without notification. Entering private sections of the Property requires (begin strikethrough) the written authorization of two active Watch Lieutenants for members of the Watch, or two Operative-level Spellguard for members of the Spellguard. Those without authorization must receive (end strikethrough) an invitation from the Holders or that law enforcers provide Forty-eight hour advance notice to allow for objection to be filed, or that all law enforcers be accompanied by an officer of the Watch or Operative-level member of the Spellguard. * The Watch or a designated representative approved by a Watch Lieutenant or Spellguard of the Operative level (Representative) will evaluate the Property during the first tenday of each month for the following criteria: o Community safety: The Holders have a responsibility to see to the safety of citizens that step onto the Property, as well as to the safety of citizens in the area near the Pit Stairs, in regards to protecting them from creatures originating from the Pit. o Property improvement: The Holders have a responsibility to see to the fortification of the Post, as well as its habitability. + Brewery: The Stouthearts mean to use the property to establish a brewery which may improve trade. This is of low priority during the initial months of the lease. + Public forge: A forge at which all craftsmen of Sanctuary may ply their trade. This also requires that the area become stable and habitable. o Defense investigation: The Holders have a responsibility to maintain documents regarding activities on the Property, including but not limited to investigation of the creatures known infest the area. + Mental examination: Due to Aberration-related concerns, Holders that are found to be exhibiting strange behavior or are reported as having had contact with Aberrations known for their methods of enthrallment must willingly present themselves to the Spellguard or be escorted by Holders not under suspicion to the Spellguard Tower for mental examinations, which may include use of a harmless probing device. o Organization rosters: The Holders are responsible for ensuring that the Watch has an accurate roster of its members by the end of each tenday beginning on the Tenth of each month. If no roster updates are sent, it is to be assumed there have been no changes. o Rent payment: By the Thirtieth of each month that this contract is in effect, a payment of One-thousand standard gold coins is to be collected by a Sergeant or higher ranking member of the Watch. * If the Representative reports that the Holders have failed their evaluation criteria and this is confirmed by a followup investigation by the Representative and two accompanying Watch Sergeants or Lieutenants, the lease on the property may be revoked at will of the Watch with one tenday's notice with which to remove possessions from the Property. * If a Lieutenant or the Sheriff of the Watch provides valid reason at any time, the contract may be found null and void or brought up for negotiation. Ten days will be provided to remove possessions from the Property.

Proposed budgeting of Barak-Tor rent: Monthly rent to be collected: One-thousand (1000) gold coins.
* Inspector: (contractual reference: Representative) One-hundred (100) gold coins for performing inspection services. * Spellguard: One-hundred (100) gold coins for research and warding. * Watch: Eight-hundred (800) gold coins for posting a Watchman at the top of the Pit stairs, holding the lease.
The Stouthearts show concern for being unable to legally cast in Barak-Tor. The Spellguard would likely be more willing to go ahead with the warding, knowing that they will be considered in the property budget. Once the cost of establishing wards in the Post are paid in full, the Spellguard cut will either be significantly reduced (left only to research) or removed entirely (more likely). Sergeant Marshall, as I understand it you are currently looking over the Watch budget. Please inform me if this inclusion is acceptable.
Also, the first rent collection should be fulfilled in six days and the beginning of the first evaluation tenday should start in seven days. If the Watch does not wish to spare a man from his typical duties to inspect the property, I will see about getting a city official to do so. Inform as soon as possible of your decision so I may make the necessary preparations.

I have sent the contract to Sergeant Quinn for review and signing (for my side, not your side). On another note, I attempted to find you twice yesterday but you were busy executing criminals. I have a wand of domination with 20 charges of the 5th circle spell dominate person, which I'd be willing to sell to you for 7,500 gold, appraised by a wizard at that price. Send word if you are interested, or wish to barter for it.
