Regard Canal Gates
I still have not had word from the Council on my proposal to seal the canal gates. The Watch has enough men to spare to guard a modified set of gates from assault; but it may adversely affect access to Lower by traders.
Several notable citizens in Lower from Lieutenant Bill Danielson to Citizen Ferius Worn are also in discussions with the Watch on improving security especially after a recent goblin attack. Without any information from the Council on how to proceed, I will pre-empt all authority to oversee Lower Security and proceed as best I judge.

Get the place back to normal and report all changes to us, anything you think might be contriversial seek out a council member for, otherwise, use your judgment.

Then I should approach you now, in exchange for an offer to settle some abandoned portions of the canal ward: the Tribe of the Blade has asked for the right to guard the canal gates. This will free up many Watchmen to patrol in Lower Sanctuary. The Tribesmen at the gates will be deputized and work with members of the Watch to guard strategic points in Lower Sanctuary and perhaps elsewhere.
All the tribe asks is that the Council approve citizenship for the men who will be posted as guards. Through Sanctuary law, this can be done only with the approval of several members of a civil service unit--which the Tribe has through the Watch structure and by a positive voice from three members of the Council.

Are there no groups that are already citizens and proven to do the job? What has become of the hammersong group in these days? i am sure they would leap at the offer of somewhere to hold up.
If you can either get proof of their mettle or a different group i shall be more easily swayed on this one.

I considered the matter carefully and have seen these people in battle. 150 warriors among them. They will do better than some rag tag mercenary band, and they do not seek payment--only respect for their aid and open trade.
