Well, I found out today that a wand called lesser dispelling will show to me, and at least one another, as 'red', even if our UMD skills were 8 and 13. As far as I remember, the UMD thing was changed so that you need to roll DC 15 + spells level to success to use the wand. Now then, I can't even try to use this wand, as it shows me as 'red' item, which means you can't use it.
This is not a PC made wand, just those you regularly find in quests every now and then. So basic question, what's this and can it be fixed if it isn't like it's supposed to be?
