Sergeant,
What is the official policy regarding goblins and kobolds in the city? Are they to be killed on sight, beaten and forced to leave the city, reported to the nearest watchman? Is it unlawful not to? Does this apply in Lower, where goblins of the Tribe being beaten would cause war to break out more quickly, and with the practically undefended state, likely wipe out a lot of citizens who live there? Thank you for your answers.

The law recently drafted by the Council regarding 'Slaver/Monstrous Races' often does make our job more difficult than it probably needs to be.
I'd prefer you not kill them on sight, but report them to a Watchman on duty. Largely I'm too busy to patrol Lower, and my largest concern is keeping these beasts out of Upper. Technically it is not illegal for you to kill these creatures on sight, however there can be some difficulties with this, especially if they have been granted temporary guest status by an officer of the law. That is why I ask that you don't kill or harm them immedietly.
Regarding your question about the goblin warren:
The goblins are numerous, and well entrenched in this territory. We're told they're in possession of large amounts of explosives, and have an extremely powerful giant that protects them, and is their king. Thusly, we are leaving them alone for now, as long as they do not cause trouble in Sanctuary. While technically it is illegal for them to walk the streets of Lower, it would be best not to kill them on sight or beat them, as we do not want to enrage the Giant or his legion of goblins in the Warren at this time.
