Letter to the Council of Sanctuary and Watchman Quinn

Leaders of Sanctuary,

We are the Tribe of the Blade, and our Higher Ranks have chosen to make camp outside of your city walls. The People have traveled these realms for several generations. Our tribe wishes to learn of your ways, and perhaps to make trade with you.

But we have learned that non-humans are not welcome within your city unless they have been granted allowance. We ask that such an allowance be given for two of our number, who we consider equal and brother.

Zeake of the Tribe of the Blade is known by some cultures as a kobold, and Rogtakh Pigbeater of the Tribe of the Blade is known by the same as a goblin. We do not make such petty distinctions, and measure one on their actions and not their form. Both are proven and loyal members of our people, and are worthy of granting allowance to walk freely in your town and with the right of your laws. You have our word on their honor in this, and such is not given lightly by our folk.

We would also ask that our whole Tribe be recognized as Guest and in time, perhaps Ally. If this place and your town is pleasing to the High Ranks, then we may indeed set our camp for many seasons.

The Tribe of the Blade is surprised to see that you have walls that are not manned, and gates with no door in the part of your town where the water flows. It might be that we could provide some of our fiercest warriors to guard them if the offer is pleasing to our High Ranks. Please convey this offer to those charged with protecting your people.

Many of the Tribe do not read, as we are not a people of writing our word and deed. I, Andrei of the Tribe of the Blade, ask that you direct any necessary writings from your leaders to me to be sure that your messages are relayed to our High Ranks. It is not unknown for a Warrior of our People to use some written message to wipe his brow or stuff his boots. To a Warrior, it seems a more practical purpose for paper than to hold words that should be spoken to their face as men.

If you have any questions or perhaps request to meet our Leaders, I or other members of the Tribe of the Blade would be happy to convey such a request to one of our Higher Ranks. Leave any messages with the small man who serves drink at the Inn with the sign of a Mother who makes Water.

Tribesman Andrei,

I am surprised to see this attempt. According to the word of one of your members, a woman named Lulu, your tribe would rather go to War with Sanctuary, than abide by our laws. In fact, this woman has claimed that any attempt on our part to enforce our laws on your tribe, while within our City, will result in violence upon the persons of our Law Enforcement.

I would like to know whether your Tribe favors her opinion, or if they truly are willing to abide by our laws, while within our walls. Until I hear back on that, I will be suggesting to the Council to not grant Guest status.

Sergeant Quinn,

I have already spoken to you in person about matters, but I understand that in your culture that written word is a valuable display of trust.

So let it be written that my sister Lulu's comment should be disregarded. While the members of our Tribe do not like certain laws of your city, being a group of traveling mercenaries, we understand that we must learn local laws and customs and abide by them if we are ever to consider trade and other negotiations.

We do not favor the opinion of Lulu, and I will be speaking to my sister in hopes that she will better represent the Tribe of Blades.

I look forward to reading letters from the Council and Watch alike, as we are eager to set this matter aside so we can open up negotiations for the betterment of your city.

You addressed me, briefly, during the trial this day. I have found the letter and wish to inform you that all peaceable non-monstrous/non-slaver members of your tribe are applicable for citizenship within Sanctuary. Some of your members may already be considered guests within our walls. For the goblin and kobold within your tribe, they may be executed by law enforcement officers for entering our city at the moment. Their application for guest status is under consideration. Members of the Council may wish to meet them soon, to decide their vote on the matter.

Councilor Bhast,

I thank you for your personal response to my questions. This shows that you are a man of honor, and a man to lead people. The People of Sanctuary have chosen wisely.

Two things we would share. First, it is being considered that many of our people or even the whole tribe may join your settlement and become citizens. We ask what duties and responsibilites this might mean, and if citizens are able to reverse this status of their own free will if they so choose. There are very close to one hundred fifty of us. This could be many votes, and possibly shift the balance of power towards those who would work with us and be named Ally.

Second, we are a force of strong warriors and Seers of power. Even our young men of a dozen years can fight as warriors of other peoples. We have noticed that your Lower Gates very near our Camp are unguarded. Our sentries noted a force of goblins that passed nearby, but were unable to send word before they attacked. We feel that these unguarded gates were the main reason they felt bold enough to try such a thing.

We wonder whether the Tribe of the Blade might be granted contract to guard the Canal Gates, and in return all members of our tribe be granted Guest status and our merchants will offer their fine wares to the citizens of Sanctuary. Brothers Zeake and Rogtakh Pigbeater are neither slavers nor monsters, as both have abandoned the ways of their less enlightened people and joined the Gurs of the Blade Tribe.

Upon approval by your Council and the Elders of our Tribe, this arrangement would profit us both and make our two peoples stronger.

We of the Tribe of the Blade eagerly await your word in this.
