The following missive is delivered to the Spellguard Enclave, the Spellguard Associates, the Seekers, the Tigereye Compound and the Society of the Ordered Mind Chapterhouse.

Men and Women of Sanctuary,

The prospect of Illithid agents infiltrating Sanctuary has become a reality. Several thralls were identified and detained. Despite this accomplishment, these operations brought to the fore a lack of cohesion amongst law enforcement bodies and lax regulation in protecting against the threat.

A meeting is scheduled for the 4th day of Uktar in the basement of the Rock Bottom. It is expected that all significant organisations of Sanctuary will send representation.

The intended consequences of this assembly are twofold: To forge cohesion amongst enforcement bodies in their approach to the illithid threat and to draft a proposal to be submitted to the Council, outlining regulations to better protect Sanctuary.
