Greetings councilors,

I am Ann-Elizabeth D'Ombreblanc, priestes of Oghma, and write you this report concerning an incident in the Beacon as asked by the watchman that took care of the matter.

Three children were killed by rats in the beacon, unfornutately, help was too late for them. I came in for rest, noticing the coprse left in the corner near the stew pot. Thinking the management of the place were awaiting a cart or some such to get the children to the mausoleum, I continued to my buisness and took a bed for rest.

While i was reviewing my blessings, Seeker Jerevar Kowalski entered and exclaimed himself in astonishment. My curiosity picked by the comotion, I came up to him to notice the children in the corner butchered, their meat taken away and remaining but their bones. In horror I watch the beggar man at the stew throw in freshly cut meat in the stew pot. He then took off saying that the stew would be ready soon like if everything was normal. We followed him and cornered him in the alley close to the beacon.

I went to get a guard, while the seeker kept an eye on the madman, and returned to find them gone. We eventually found them in the lower market and there the watchman searched the man. He found the children entrails in a bag and asked the man what was all this. The man confested he used the children for meat, claiming no meat shoul go to waist and rot. The watchman arrested him and asked myself and the seeker to report the incident for the council to judge the man later.

The watchman that did the arrest was posted at the inbetween gate. I hope this report can help you find a suitable judgement for this mad cannibal and hopefully it will be the one and only case you ever have to judge.
