Todark, Councilor Tyrell and Sheriff Fawkes paid a visit to the dragon that leads the Shadow Tribe of kobolds. There have been long, arduous efforts to remove their forces from Sanctuary peacefully to avoid loss of life for citizens in Lower and to rebuild our security.

It is with deep pleasure that I announce that the negotiations were successful. The Shadow Tribe is withdrawing their forces and being ceded the abandoned city of Slaal'teesh. There they will remain in a state of mutual friendship with Sanctuary.

The Shadow Tribe does not employ slaves. They have instead offered to open trade relations with Sanctuary and provide limited aid and defense when we are in danger in return for Slaal'teesh and the opening of a formal temple which will serve as an embassy for their tribe to visit Sanctuary.

The Sanctuary Watch will be immediately moving to secure the Canal Gates and re-establish full security in Lower against monsters that would attack through the Canal.
