Winston is out, but not yet in custody. The current stand off though presents less of a threat to innocent lives and property.

After recent events, I strongly urge you to appoint Citizen Elym as the official caretaker of the Beacon however. Fenwick has proven an unreliable hot head unwilling to cooperate with the Watch or the law unless pressured with arrest. Elym showed great wisdom, without his tact I fear Fenwick would have merely convinced Winston to blow up the building stockpiled with explosives while we were all in it.

Elym's wise words defused the situation enough to convince Winston to walk out. I said whatever was necessary to get Winston to an abandoned warehouse further from any settlements or people. He's under constant guard to make sure no more explosives get out and he's willing to discuss matters--but I have little hope he'll come to his senses.
