[Letter to the Council] (DM/PC)

Greetings, Councilors.

I write to you on behalf of the Lower Watch, and carry with me the following concerns;

Per the Elient Accord, the Lower Watch was promised the following,

1) The establishment of the Watch in Lower:

i. A Lower Watch House shall be designated and brought into proper working condition. The Lower Watch House shall, in all regards, mirror the functioning of the Watch House in Upper Sanctuary.

ii. For a period of two months, the Treasury Monies previously delegated to the Tigereye Mercenary Company shall be used to establish and equip the Lower Watch House, and recruit and train additional Watchmen.

iii. At the end of this two month period, the Council’s budget allocation for the Watch shall be scaled to that which the elected Council deems appropriate.

iv. The division of Watch funding between Watch Houses shall be at the discretion of the Sheriff, as the Sheriff is answerable both to the elected Council and the Free People of Sanctuary.

Thus far, we have recieved little to no funding, the Lower Watch House has not been established, equipped and is far from functioning properly as it should. Recruiting Watchmen is extremely difficult and borders on impossible under these conditions, how is it that the Council expects a Watch to rise in Lower when they do so little to help in its establishment ?

Not to mentiond that a voting booth, promised by the Elient Accord was never established as well.

The Free People of Sanctuary live in both Upper and Lower Sanctuary. All citizens are granted the right to vote. However, the Free People of Lower Sanctuary have consistently shown a lower turnout than their brethren in Upper Sanctuary. This has lead to the possible under-representation on Council of a portion of Sanctuary’s population. To remedy this, this Accord shall set forth the following:

1) The establishment of a voting booth in Lower Sanctuary, open to all registered Citizens.

2) The process of voting in Lower shall, in all respects, mirror that in Upper.

The above are merely examples of promises on the Eleint Accord, left forgotten by the Council - We see this as a serious breach of the Accord, and would like to hear your thoughts on the matter.

Dear Sir.

The Lower watch has already been established as i am sure you can tell.

As for the refurbishment of the lower watch house, those funds cannot just appear in our treasuries and after the war they are severily depleated.

As for the voting booth, it will be established in the new watch house when the funds can be raised but it is costly enough to set up the booths and set animatrons and electoral watchers and so we can only do that when funds are better.

I can assure you we are working hard at sorting this out and shall hopfuly progress soon.
