Please, seek me out with a date and time, I realize this is a large request considering you must repair the city's defences as fast as possible, but I will not take longer than an hour.

Otherwise, and in all honesty it is far easier to detail information through a letter. Regard: Dismissive Letter
I had not intended to trouble a high ranking member of the Watch with paperwork, however since you have taken the time to reply I will write this down on paper to save you the woes of a face to face conversation.
Since the bungling council is far too busy debating nuances to send me a reply, I would like to know the estimated funds and resources you need in order to repair Sanctuary's defences. In particular I would like to know what is hindering the immediate erection of gates for Upper Sanctuary. If it is lack of steel then I plan to start fundraising events to assist in the purchase of steel from peaceful/neutral settlements nearby.
I am not arrogant enough to think I can solve all of Sanctuary's money woes, but I believe I can make a small difference. Nothing is more important to me than this Town's safety, and I do not like sitting idly by whilst the good men and women of the Watch and Spellguard give their lives for my safety. I am not a guard or a law enforcer but I can assist in other ways.
Also, while not critical, I would like to hear your views on the Council and their handling of policy and Sanctuary's defences. I have noticed they remain rather mute during this time of strife, and a reliable source tells me that nearly half of the Council has been killed which affects the ruling body's decision making and further hinders quick decisive actions (Why after 151 years they do not have by-elections is beyond me). I am pondering running for Councilor and wish to ensure I do not ignore Sanctuary's defensive agencies should I choose to run at the next election.
As a side note, have you considered actually luring an aggressive force into attacking the Canal entrance to the Dunwarren? If the force is appropriately sized, it would remove the filth that has taken up residence in the Canal Ward but be too weak to push further into the section still controlled by Sanctuary.

What is preventing the repair of the city gates is a lack of steel. There is also a lack of a friendly/non-aggressive settlement nearby from which to purchase steel. The Council's last decree on "Monstrous Races" and "Slaver Races" has managed to anger all the nearby settlements.
The kobolds in Lower Sanctuary are also not a direct threat. The Council has an opportunity to remove them all peacefully but has not made any progress on the opportunity for over two months. The kobolds are very willing to withdraw provided Sanctuary makes a treaty with them recognizing their right to inhabit the ruins of Slaal'teesh and opens peaceful trade with them. Likely this would also provide us access to a friendly settlement that has access to steel.
The loss of three Councilors to death sadly has not really affected the Council. The Council historically has taken a very long time to adopt any measures. They do have a law in place to appoint a single leader to see to the city's defenses in times of emergency, but to date this law has never been formally used.

The Watch can use more funding that is a certainty. During the recent engagement with Slaal'teesh we received nearly no intelligence from the Seekers. They are too busy seeking a path to the surface to provide information necessary for Sanctuary's safety.
Therefore the Watch is attempting to build its own unit of scouts to gather the information we require. Further funds can aid us in building a scouting unit. The Watch has also suffered serious losses in man power, while we can slowly recruit new men, I am certain additional funding will help speed up that process as well.
One of my main concern is information gathering. The Watch historically has relied on the Seekers for this, but in the last year at least the Seekers have failed to provide the Watch with the information and warning that we need when dangers to Sanctuary arise.
