Doesn't spawn, apparently. I'll check to see if this happens again, or was just a glitch.

Seems to have been a one time thing, I did the quest yesterday and the boss spawned fine

If you ever find yourself missing the boss, it's usually lag related -- running back OOC'ly and re-entering the quest will almost always trigger its return. Essentially what I think happens is that a particular encounter trigger doesn't fire.
