A nondescript civil servant from the Office of the Herald announces the following on the steps of Town Hall:

The Council of Sanctuary passed, roughly six days ago, three laws:

• Resisting Arrest by refusing to hold still for the arrest wand to activate is punishable as Minor Crimes
• Resisting Arrest through direct flight is punishable as Serious Crimes
• Resisting Arrest through force is punishable as Capital Crimes

The Council has not yet come to a decision on the precise definition of "direct flight" at this time.
