(addendum: I did not seek Runehammer's suspencion but he was verbally reminded that the Watch's first duty is to Sanctuary and its laws, not to the Stouthearts. He responded that this was not, and would never be true for him.)

Rollo Assault as DeputyIt should be noted that I specifically decided not to punish Rollo with more than removal of his deputy abilities. It was my feeling that the tantrum he would throw if he was arrested for assault simply was not worth the head ache it would cause the Watch and that his removal from the deputies constituted enough of a punishment.Rollo Stoneshield was apparently deputized by Marshall before her demotion. He admitted to his role in assaulting a citizen of Sanctuary and has been removed immediately from the deputy program per the dictum:

Any concerns regarding their unreasonable action should be forwarded to an on duty watchman at the time. Disciplinary action may end in fines, jail time and definite revoking of abilities.
I have not decided if jail time or a fine is necessary and will defer to Sergeant Sannen's recommendation on this.

I propose disciplinary action against Salina Marshall. Private Marshall deputized Rollo Stoneshield despite:
1) His proven history of failing to understand Sanctuary Laws. Letters from Rollo proving his lack of understanding of Sanctuary's laws and procedures. Although these letters were not formally in the Watch files, they were readily available had Marshall asked for an opinion on Rollo before deputizing him; and segments of his incomprehension of our laws could be deduced from several of his letters to the Watch in complaint about this incident.
2) His proven criminal record. Implication in a plot to purchase stolen Watch property. Illegal Magic Use
This combined with Private Marshall's failure to even provide the rest of the watch with a list of her "deputies" constitutes yet another failure and I now recommend the expulsion of Private Marshall for continued dereliction of duty and poor judgement.

I'd recommend that he have the jail time that his crime would warrant; the problem seems to be that he fails to make the distinction between Dwarven Law and Sanctuary Law.
As for the removal of Private Marshall from the Watch due to her recent failings, disciplinary action would be a much better course to take. Private Marshall during her career as a Sergeant preformed well in several actions, and dismissing this out of hand serves no purpose when we are in a period of war; a situation that she has previously proved to be adept at in organising coherent defenses.

Elient 1, 151 Watch File Room Watch House Warrant Rollo StoneshieldRollo Stoneshield is wanted on numerous charges for illegal and unlawful casting of magic in the region of Barak-Tor. Two witnesses have confirmed his use of magic outside the warded regions of Sanctuary.
These are serious crimes, and when Rollo is brought in I suggest turning him over to the Spellguard for investigation.

Warrants do not go into the Watch file room, they go into the Warrants newsletter.
The charge of casting magic in an unwarded area should not be considered serious. I believe a fine of 50 gold would be sufficient given I don't doubt the spells were necessary to save the lives of dwarves and citizens from the Chosen beasts.

Please refer to the following report implicating Rollo in a plot to purchase stolen goods that belonged to the Watch rather than reporting their existence immediately to the proper authorities.

Event:
While on patrol, I noticed a helmed and slow moving halfling. I followed him inside the Rock Bottom, and ordered him to remove his helm.
An elf stated it was the Merchant Frum, so I questioned him if I could do a search of his wares, to seek contraband and such. Amidst his numerous wares, I found various Drow Relics and other artifcats, which he claimed were paid for and purchased from Adventurers. One item of note though, was a set of Civil Defense League Chain.
Initial questioning lead him to state that "Some dwarf" gave him the chain, to be given to Rollo. After I questioned him on the issue again, he said that the one of the dwarves Mydur or Tuur gave it to him, and paid him 50 gold to give it to Thane Rollo.
He willingly and knowingly accepted payment for the transfer of Watch property from dwarves which I have no record of being on the CDL to Thane Rollo, who also is not a member of the CDL.
I have yet to question the suspect indepth on the issue since his arrest, but given the situation I believe a full confiscation of his wares are in order. Merchants taking city property is something I believe that should not be stood for, and should be made example of.
