An eccentric little gnome of weak physical build is seen scurrying around Sanctuary asking people about the incantations for the spells Ray of Frost, Ice Daggers, Cone of Cold, Ice Storm, Burning Hands, Combust, Fireball and Firebrand. He can also be seen reading through various texts of arcane lore. He is specifically searching to see whether or not there is a common word within the incantations for spells of the same element.

Basically my question is this. Is it safe to assume that there is a "Power Word" or a specific word used in arcane incantations that denotes the element of arcane power that the mage is drawing upon?

Firstly, your post is kind of confusing because this is an out-of-character forum, and there's some description of your character's questions here. Any information provided in this forum is information that you as a player can know, but has no effect upon what your character knows.

As for command words and power words, magical incantations contain many words, detailing various aspects of the spell. Some are likely related to the element being called upon.
