To all members of the council and the watch.

The situation in the canal wards concerning the kolbolds is probably now at its worse.

To add to my report I sent to the council some weeks ago:

The Kolbolds now completely own the canal ward - their 'leaving sanctuary signs' and gaurds stand just before the canal starts. This has only happened very recently - I'm guessing in retaliation of Cole's death.

The large building in the middle of the ward has been completely destroyed and replaced by two huge dragon idol statues - much like the one in the back alleys.

Mrs Cole - the woman who stands outside the house that contains 'the portal to the surface' has been forced back to Clan Cave Worms area. The barbarians are still holding their cave and dock area with no problem.

The goblins and kolbolds have some what claimed nearly half of what lower sanctuary is and their numbers grow. There land runs from the old auction house, the back alleys and (what may as well be) the entire of the canal ward.
