In a rather sloppy and tired handwriting

As I hope you've noticed, we've been attacked. After, I've taken immediate actions and given orders to some Privates.

As I write this, barricades are being issued at the broken gates.

There was one patrol inside the city, and sent outside. We scouted back to Sslaal'tesh's surrounding region, only to find out they are well armed, but they only seemed to have fishing boats docked -we can hope for a few sleep cycles before another attack.

I suggest we regularly call armed citizens to arms to go on patrols, always with a watchman or agent, both in the city and outside, in the surrounding areas.

We have to issue martial law; we do not have the men or time to waste on petty trials, nor do we have time for the Council's debate.

Furthermore, contact the Lower Lieutnant, if you would, to barricade the lower disctrict from the canal ward, as well as ask the barbarian clan to move inside the main district, to let the kobolds be the first rank of 'defence', if they are not allied with the lizardfolks.
