Letter to Councilor Bern

Councilor Blackhaw,

As requested, the following is my account of the incident at the Sanctuary Arena.

The incident began when the man Hagen Raines was walking from the Town Hall to the arena in preparation for a mutually agreed, friendly duel between himself and Councilor Russell. Hagen did not have hisaxe slung over his shoulder, but rather was holding it openly.

Private Nymm saw him as he was walking to the arena and ordered him to halt, Hagen ignored this request. Eventually he caught up with him in the arena and again ordered him to put away the axe. Hagen was rude to the private and refused to listen to him.

The Private grew visibly frustrated and angry and then began to shoot at Hagen with his bow, in an attempt to subdue him for arrest. Hagen let him fire for a while, just tearing out the arrows and taunting him. Hagen also demanded he stop and repeated several times that he didn't anything wrong. He then attacked the Private and beat him senseless. The Private was turned invisible by a gnome spectator. After a few minutes passed while the private presumably healed his wounds Hagen eventually drank a potion of seeing and again beat the private senseless.

Hagen then had his duel with Councilor Russell, which he won handily. The private entered the arena and spoke with Councilor Russell, who demanded to know what charge the man was being arrested for. Private Nymm said it was for disturbing the peace, assault, and threatening the public well-fare of Sanctuary. Russell said disagreed with the charges and his displeasure with the Watch would be reflected with his votes. Then Hagan yet again beat the Private senseless after an arrow was fired on him.

Eventually the Private wandered off, and the crowd cheered for Hagen. It was at this stage that you requested all witnesses send you a signed witness testimony of what occurred.

As a follow up, I walked into the arena today and found the remains of Hagen at the feet of two badly wounded Watch Privates, one of them was Private Nymm and I'm not certain of the other. They claimed Hagen killed himself rather than be arrested.
