(admittedly, I find the three or four systems of date keeping maintained by different individuals and organizations rather confusing myself)

What history books? If they're the IG books, there's a reason why I haven't seen them. :) Is there an out of game source for Sanctuary history?
No, that's the whole point Garem!!! Wouldnt be as intriguing if you knew everything about what really happened in Sanctuary.
Eh, that's a problem when you want your character to be raised in Sanctuary. :x I can't -not know- what happened when I was there the whole time.
Is starting as a Sanctuary citizen wrong?
Starting as a citizen of Sanctuary is perfectly acceptable, and actually kind of common.
I guess the idea is that, older history is less known because obviously over time even the most obvious truths get obscured. However, Sanctuary is a very mysterious place itself, and even being there for most of your life you probably wouldnt understand a lot of the secrets of it, the murders, the intrigue, etc. I guess in a way you have to suspend disbelief that you might not know more, and of course theres a lot of room for improvisation of small stuff since its a non-canon environment.
But, realistically, it shouldnt be that big of an issue that you dont know all about the recent history of Sanctuary. Plus, you can find out what the average citizen would know by reading readily available IG literature.
If a DM disagrees, feel free to step in, this is just my understanding of it.
You can consider any of the information in the book-shop to be relatively common knowledge.
