Relevant parties of your government agency,
Two days ago, a small girl in the Crone approached me in tears about her little brother, who allegedly looked into a pale man's eyes and had no choice but to follow him out of the Lower gate. A group of concerned citizens and I found this pale man and the little boy in a place not far from the gate, littered with huge and non-humanoid bones. The little boy seemed to be dazed in the corner, while the pale man demanded to know the reason for our confronting him. I was rash, and angry, and felt justified in giving him the simple choice of returning the boy to his sister and Sanctuary, or to taste pain. He refused and we attacked. I should have ensured the boy's safety before attacking. In the brief altercation, he skewered the boy with his trident rather than face me head on. The trident is in my possession, and it appears to be an instrument of justice rather than a fishing utensil. Have a look if you like. He made angry mention of a Queen before he was defeated, and the others raised the possibility he was a vampire and told me of the existence of a vampire queen at the Spire. Evidently she has been a persistent problem and could be behind the disappearance of Sanctuary's children. I ask for all documents pertaining to the vampire queen, which I will then collect and make readily available to any honestly concerned citizen who wishes them.
(Those also present during the incident were Mirin a woman with black hair, Ferdinand the helmed green armored man, Ralmevik the Rasheman and a kindly older man with a staff.)
