Marponeth 12, 151 Lieutenant Bill Danielson Lower Watch House Regard: Threats Against the Watch

Lieutenant, if you have not noticed the Seekers are asking the citizens of Lower to arm themselves against the Watch. You signed the Elient Accord to end the Lower revolt, our city can not survive split in twain.

I want to know what you intend to do to help keep things together and what we can do to help you. Although, I feel working to coordinate our record keeping should be added to our agenda quickly as well as jointly approaching the Spellguard to tie our arrest wands into holding cells to uphold the Accord properly.

I have noted the fortress you are setting up for the Lower Watch is now haunted as well by angry spirits. I intend to assemble a team to deal with this problem and help you there if it will be welcome. I do not wish to place anyone in a holding cell until we can assure specters will not attack them where they are locked and held.

There are other threats I wish to discuss with you before it is too late. There are some who still seek war within Sanctuary, and they will destroy us all. I am confident of that. I hope you can help me stop this.

Your letter was misplaced, and I just now have discovered it. This Seeker business is disconcerting, and once things have settled down around here, it will be investigated.

Bear in mind the Seeker history of braying loudly without actually doing anything. Going on the offensive against this man now would merely lend credibility to his words. If he does not tire himself out like a small child and go away, then we are prepared to do what needs to be done for the greater good of the city.

Marponeth 18, 151 Lieutenant Bill Danielson Lower Watch Hall Regard Cooperation Of Watch Forces

I am curious how you envision cooperation between the Watch forces. I truly prefer to see this handled between the lieutenants of the Watch. After finding documents in Sheriff Graiden's office after his death; I've come to the conclusion that the Council has confused this matter.

My honest preference is for us to all cooperate as closely as possible. All Watchmen should consider themselves Watchmen protecting Sanctuary, not members of an Upper or Lower force although clearly as Lower Lieutenant you should have control over handling discipline in Lower.

I also believe that all our files should be centrally located to ensure records are accurate and not easily misplaced. Our numbers are seriously reduced right now and recruitment is necessary for us all coupled with cooperation on manning posts throughout the city.

However, I'd like to ensure that all Watchmen are recruited according to agreed upon standards and that our recruits are vetted through the entire officer corp. This can be readily accomplished by ensuring all our record keeping is handled through a single location.

I have been informed by Ferndinand Fenwick that he will ask Winston and his gang to leave the Beacon. This group is suspected to be planning further rebellion against the Elient Accord, and I'm sure you're well aware of things they've done in the past of an unlawful nature.

I'd like to make sure they leave peacefully. However, Winston is also guilty of theft and trespass for a sustained period of time. He illegally seized the House of Light and directly refused to hand it over to the legal owner. Please alert me or several extra men at least from up here to be on hand when you go in to make this arrest. I expect Winston and you have your differences and he may not go peacefully.

If you can look into that please. I'd also like a response to my last letter. Its imperative we understand ourselves and how this Watch will function--or it will not function.

PS. I have 200 pounds of steel I can deliver to you. It may go a long way to rebuilding the canal gates. I also have a plan that will peacefully remove the kobolds from Lower Sanctuary, if the Council will merely agree to some extremely favorable terms the dragon has offered us. Essentially, it wants an agreement that it can inhabit Slaal'teesh's ruins and open up trade and military alliances. So far, the Council has been extremely slow to respond to this offer. You may wish to urge them along as it will greatly help your people downstairs.
