Welcome to a new session of Council to former and new members. I have several proposals for your consideration this term.

I would urge the current Council to consider these words, and then pass a resolution urging the Mayor to take these recommendations for the security of Sanctuary. It will then free the current Council to pass more moderate and insightful legislations.

I urge the Council to consider the information provided by the Watch's attempts to scout and gather intelligence even without funding for a Scout division. When you consider the budget this term, consider reducing the Seekers budget by 75% and reallocating those funds to the Watch to build up a reliable and active scouting division that can patrol the abandoned mines and help provide support to mining operations the city will need to open there. New Watchmen can also be hired to provide security in the orphanage and at the new city bank which I feel is grossly under protected. The Seekers can use their remaining budget to continue their efforts to find a route to the surface, but will not need the funds that they previously used to 'scout'.

These budget recommendations are absolutely necessary to the funding of the Lower Watch. Sanctuary is not secure until these are passed immediately and completely.

Copy of a Letter Pass a regulation clarifying that citizens must not endanger themselves and should allow the Watch or Spellguard to handle monsters within Sanctuary.

Furthermore, there are several suggestions on necessary laws.

It should be a serious to capital crime to insight rebellion against the Council or to slander the Watch, Spellguard, or Council with the specific intent of undermining their legal authority or hurting their ability to secure Sanctuary's survival.

The Council should appoint three independent judges who can also hear cases of capital nature. Often Councilors are busy and difficult to obtain for trials, new judges will simplify our procedures.

Make carrying a weapon within the city of Sanctuary when there is no discernable threat to our security a specific crime in the law books punishable by the confiscation and destruction of the weapon in question. Currently this is punished under the public nuisance law and by our common law precedent, but there is too much confusion with the citizens which causes trouble for the Watch.

The punishment for resisting arrest is currently a minor crime. Far too many citizens either resist arrest, flee arrest directly, or actually resort to armed assault to resist arrest. I propose the following gradient:

1) Resisting Arrest by refusing to hold still for the arrest wand to activate: Minor Crimes

2) Resisting Arrest through direct flight. Serious Crimes

3) Resisting Arrest through force. Capital Crimes

The Seekers openly preach a return to the violence and killing that was only just ended by the Elient Accord.

Furthermore, their actions leading to the death of Sergeant Boris and Felzkirn have still not be subjected to a legal investigation.

The Watch is demanding action. Will this Council sit by and do nothing as your most active protectors are subjected to lies, threats, and out right assault by a group that has already had a direct hand in several previous revolts?

How long can the Watch be expected to with hold launching an independent investigation because the Council refuses to do what is right? My men are growing angry Councilors, if you have not seen the arm bands for our slain comrades on the arm of every Watchman; then at the very least heed the warning this letter contains.

More importantly, those Seekers who went up there to get those files were using deadly force. Fezlkirn is dead, and a bunch of the rest of us were beat up terribly. We demand justice."

We are currently discussing the seekers and an investigation will be decided on with a yes or no by the 20th by the latest if i am right.
