Afterwards, he places a small note on the skin that reads: “Children of Sanctuary…This city has enough rubbish floating about the streets. The next child I see hanging their pictures around the city will be viewed as generating graffiti and will be shackled and returned to their parents. City Watch.”*

Lieutenant Fawkes quickly sends Haren to take down the notice before parents complain.
