Lieutenant Fawkes,
This is a formal complaint against one Watchman Private, Welles. I personally witnessed him attempt to goad one Dirant Kelleran into making a verbal scene for which he could be arrested. When he was unsuccessful in producing an outburst out of Mister Kelleran, he merely hovered nearby as a group was assembled to rescue a number of slaves from goblin imprisonment. At the time of departure, he chose then to reasonlessly arrest Mister Kelleran for 'Public Nuisance.' If rallying men to rescue slaves is tantamount to disturbing the peace, I have much to learn on the topic of what the Watch stands for.
Even as Private Welles' infraction was small, it is certainly indicative of blossoming seeds of corruption and a tyrranical mindset. I trust that you do not encourage such behaviour from your subordinates, as you seem by all accounts to be a dutiful and honorable man. I hope you will see fit to reprimand him for this action, in the hopes that he will not develop an even more dangerous and overbearing mentality that will truly be a menace upon the free peoples of Sanctuary.

As I understand it, you are still associated with the criminals who call the Beacon their property. As such I fear you are not a material witness whose testimony will matter in this case. I apologize if you believed your word had some worth to the Watch.
If you can find witnesses with more solid credentials and background to come forward, I will be certain to look into this matter more deeply. However, one vague complaint from an ally of known criminals is not convincing enough for the Watch to spend time upon.
I will of course, remain watchful for Private Welles uncanny ability to convince people through trickery into disturbing the peace simply so he can arrest them without due cause.

In regards to your pledging to look after Private Welles' behavior in the future, I thank you. As for my association with the current administrators of the Beacon, I do believe you have me misunderstood. I barely even feel welcome at the establishment since I raised the issue that you and I discussed with Bern. I donate coins to aid in the mission of the establishment, but I would hardly feel that makes me compliant in whatever deeds that led to the current legal situation that they are currently in.
I am aware that you are a busy man, but if you are to label me a conspirator with criminals and denounce my credibility and truthfulness, I would appreciate you to speak with me in person on precisely how I have crossed the laws of the city.

You give gold to the criminal which funds her operations. That sadly makes you duplicitous in her operations and helps her continue. By withdrawing funding and making it clear the clergy of Ilmater does not support this criminal, the charity would actually gain additional funding and return to the hands of its legal owner now in the twilight of his years as they say on the surface.
When I take witness testimony from citizens, I must always consider the integrity and honor for the law the witness demonstrates. While feeling unwelcome while you hand your gold over to a thief may assuage your conscience-I assure you that it does not convince me that you are of sufficient dedication to the law and to honesty to make a reliable witness.

Even as your literal translation of the law equating intended charity with criminal act on my part is quite harsh, I do understand your reasoning. It is more based on the knowledge I have learned regarding the bloody origin of the property's passage to Bern than it is my disagreement with her original intent in opening the establishment that have convinced me to comply with your request. From yesterday forth, I will be severing ties of any kind with the Beacon as an establishment, as has Sir Julian Fryar. I will encourage the others of my faith to follow in turn.
