Seen by the DM team as vital to the Vision, or as a necessary evil?
Scripted Quests;
Scripted quests are there for everyone to enjoy.
They're fun!
I mean, in the parallel universe where DMs have infinite time, can play 24/7, and can instantly create quests by the power of their giant brains? Maybe we wouldn't need scripted quests? But anything that's only unnecessary given a completely outrageous set of circumstances probably doesn't qualify as a necessary evil...

I love the EFU scripted quests. Harder the better.
Pretty much what Crosswind said.
They're a practically essential, at times very entertaining, "evil".
Our quests rock you!
As a player, I always found the EFU quests to be very flavorsome, very challenging, and thus great fun.
But yes, scripted quests are a vital component of any persistent world, for the reasons Cross mentioned.
I'd really encourage everyone to try as many scripted quests as they can. We have some real gems that aren't widely known to the player base at large.
