Here follows the report on the evaluation of the Barak-Tor property as per the first tenday of Marpenoth. Evaluated are the terms of the contract signed on the 11th of Eleasis, in the year 151, signed by the Watch, Spellguard, Stoutheart Clan and Order of the Penitent Heart, paragraph three. The inspector is Dugo Nish.
First, a formal note: The Stoutheart clan has requested that the Order of the Penitent Heart be removed from the contract, seeing as they no longer exist.
Here follows a short evaluation on every point of paragraph three.
Point one: Community safety The Stouthearts are doing a good job of maintaining a level of moderate safety within Barak-Tor. By means of regular patrols of the area immedeately surrounding the staircase leading down from Upper Sanctuary, the Chosen that are present on the property are kept well away from the Staircase. This distance, however, is not physically forced - the Stouthearts appear confident that their actions have instilled a moderate level of fear in the creatures, which is sufficient to keep them back. The elevated platform on which the post is situated is defended by ballistae, though only at the front. Though this further ensures that no creatures venture up the stairs, the back of this platform is wholly undefended. Nothing keeps the airborne creatures from ascending along this way, and attacking the defenders in the back. The Stouthearts seem confident that the creatures' attack patterns will not take this gap into account, and even if they did, that it would not be a problem. Overall, I believe that the defenses can be easily bypassed by an intelligent enemy. A rear attack on the defenders may take down the ballistae directly defending the staircase, allowing the creatures in the front to rapidly ascend into inhabited territory. I do, however, join the Stouthearts in their assumption that the Chosen are not intelligent enough to make use of these gaps in the defense. I recommend filling them, but it is not of great importance.
Point two: Property improvement The Stouthearts have recently finished installing doors preventing unwanted entry into the post. These doors are pick-proof and sufficiently reinforced to prevent opening without a key. A small barracks has been installed on the top level of the post, clearing and furnishing of the lower levels is underway. So far there has been no opportunity to begin construction of the brewery and public forge that are announced in the contract. I would add that currently no larger area of the post is open to the public, which will have to change should the forge be constructed.
Point three: Defense investigation State of the defenses is discussed under point one. The Stoutheart clan keeps proper record of any activities that take place on the property. The inspector considers the amount of measures taken to ensure security sufficient, though more can always be done, also stated under point one. The rubble blocking further descent into the pit has not been removed. The Stouthearts claim that they require mining equipment for this. The inspector notes that this equipment has been steadily available up to now, with the presence of the Duergar miners. No odd behaviour that may point out enthrallment has been reported by the Thane.
Point four: Organization rosters The Watch reports nothing unusual concerning this point.
Point five: Rent payment The Watch reports nothing unusual concerning this point. The inspector assumes that rent has been paid, otherwise the Watch would have stated his efforts were unneccesary.

The evaluation criteria have succeeded as per the 5th of Marpenothin the year 151. The Stoutheart clan should, however, look to filling the mentioned gaps in defense, while maintaining their current level of progress in furnishing the pit. Extensive research must go into finding a solution of clearing the descending staircase of rubble, allowing possible access to the Chosen and Eyeball spawning locations, which can then be removed. This is the ultimate goal to be achieved in ridding the property of monstrosities.
