When you talk to Gran Ubel in Sewer Town and ask her for a new key, she directs you to Ghruk. However, when you talk to him, he just grunts at you. I don't believe this is intended.

He'll only let you get a key if he trusts you. (read: you are in the Sewer Town metafaction).
